The incident took place around 4 p.m. Monday, Aug. 20, in the area of Innis Avenue and Delaval Place, said Town of Poughkeepsie Police Capt. Ken Roman.

When police arrived on the scene, they found that a strong armed robbery had occurred where a male suspect, identified as Robert Diggs, had assaulted a woman while attempting to take her personal property, Roman said.

A passerby who witnessed Diggs, 39, of Poughkeepsie, assaulting the female stopped and detained him until police arrived to take him into custody, police said.

The female victim, who was sitting on a bench waiting for a ride prior to the incident, does not know Diggs. She declined medical attention, Roman said.

Diggs was charged with attempted felony robbery and assault. He is being held without bail at the  Dutchess County Jail.
